This site offers content in three ways:
- News articles, which can be seen on the home page;
- FAQ entries, which are organized by categories listed to the left;
- and the glossary, which automatically provides definitions to words contained in news articles.
How To Use The News
News articles are listed on the front page, along with their summaries. You can view an entire article by clicking on its headline.
How To Use The FAQ
You can find FAQ entries in two ways: by clicking on a category or by using the search page.
Categories are listed on the left-hand side of the page, beneath the site logo. Simply click on a category and all the FAQ entries in that category will be listed.
You can also click on the Search link, at the top of the page, and enter words, separated by spaces. Each search word must be at least four characters long to be used. Please note that your results may not be good when searching; always try the category listings first.
How To Use The Glossary
Certain terms are defined in our glossary. When those terms appear in a news article, the terms will be underlined; placing your mouse over the underlined word will reveal its definition in a pop-up message.How To Ask Questions

Images On Forms And Why We Use Them
You will find that any time you encounter a form on this Web site, we ask you to read a short image of text and numbers, and type what you see into a box, in order to submit the form.
The reason this site, and many other Web sites, use this technology -- called "CAPTCHA" -- is to prevent abuse of our forms. By requiring users to read and enter the images, we can better ensure a human being is filling out the form, and not a computer program.
That ensures people get a FAQ when you mail it to them, that we receive notices when questions are asked, and that this site is not overrun with spam or other abusive content.
